A glossary of information and communication technology (ICT) and public sector terms to help suppliers more credibly engage with government.

Panel | In procurement, a panel is a short-list of suppliers who have been pre-assessed as able to supply certain commonly-used goods or services, and who have been added to the panel through a contractual or standing offer arrangement that lasts for a fixed period of time. |
Panel Contract | A standing offer agreement between the government and one or more suppliers for the supply of goods and/or services over a period of time. Under a panel contract, multiple suppliers are pre-qualified and approved to supply the required goods and/or services, and agencies can choose to purchase from any of the approved suppliers without the need to go through a full tender process each time. |
Panellist | An individual who has been invited to participate in a panel discussion during the event. Panelists are typically experts or thought leaders in a specific area of the ICT industry or of government and are chosen for their ability to provide unique insights and perspectives on the topic being discussed. During the panel discussion, panelists may be asked to share their opinions, answer questions, and engage in a conversation with other panelists and the moderator. |
Payroll System | The application software that automates the process of payroll calculation, including employee salaries, tax deductions, and other relevant calculations, while also generating payslips and other reports related to payroll. The software is designed to simplify and streamline the payroll process, saving time and effort, while also ensuring accuracy and compliance with tax laws and other regulations. |
Peripheral Device | Any external hardware component that is attached to a computer or other device, such as a printer, scanner, keyboard, mouse, webcam, or external hard drive, among others. These devices provide additional functionality to the computer and enable users to perform various tasks, such as printing documents, scanning images, inputting data, and storing and retrieving data, among others. |
Photomapping | The process of creating maps using aerial photographs as the primary source of information, generally taken from aircraft or satellites. Photomapping involves the use of specialised software to combine multiple aerial photographs and create a composite image that is used as the base for creating maps. |
Physical Security | Measures and devices designed to secure and protect physical assets such as people, property, and information from unauthorised access or harm. Physical security systems in the public sector ICT context may include access control systems, surveillance cameras, alarms, and physical barriers such as gates and fences. |

Platform As A Service | A cloud computing model where a third-party provider delivers a platform, including hardware, operating systems, database management systems, and development tools, over the internet to its users, who can then build, develop, and deploy their own applications without having to worry about the underlying infrastructure. |
PM / Premier & Cabinet | Central agencies responsible for supporting the head of government (Prime Minister or Premier) of a jurisdiction in leading the country. These departments provide advice and support on a range of matters, including national security, economic policy, social policy, and international relations. They also coordinate the development of the government's policy agenda and work closely with other departments and agencies to deliver on government priorities. |
