Must-know ICT and government terminology

A glossary of information and communication technology (ICT) and public sector terms to help suppliers more credibly engage with government.

Term Definition
ICT

ICT stands for "Information and Communication Technology." It refers to the use of digital technologies such as computers, software, and telecommunications networks to manage, process, and communicate information. In the public sector, ICT is used to support a wide range of government activities, including service delivery, policy development, and internal operations. It plays a crucial role in enabling government agencies to collect, store, and analyse large amounts of data, as well as to communicate and collaborate with stakeholders across different locations and organisations. The ICT sector is also responsible for providing technical support and maintenance for the systems and applications used by government agencies.

ICT Disposal

The safe and environmentally friendly disposal of electronic and computer equipment, such as computers, laptops, printers, and mobile phones, once they have reached the end of their useful life. The process of ICT disposal includes the collection, sorting, and transportation of electronic waste to specialised facilities where it can be recycled, refurbished, or disposed of safely, in compliance with local and international regulations.

ICT Labour Hire

A practice in which an organisation engages the services of an external agency to provide skilled or unskilled labour on a temporary or permanent basis. In the context of the public sector, this often involves hiring workers to fill short-term or project-based roles, such as contract IT staff. Labour hire agencies are responsible for recruiting and vetting workers, managing payroll and benefits, and ensuring compliance with relevant employment laws and regulations.

ICT/Non-ICT

May or may not include ICT. Typically used when a company serves both ICT and Non-ICT Contracts.

Identity Management

The processes and technologies used to manage and secure access to digital identities, such as usernames and passwords, across a network or system. It involves creating, managing, and deleting user accounts and controlling the level of access that each user has to resources within a network or system. Identity management also includes authentication and authorisation mechanisms, which ensure that only authorised users can access protected resources, as well as audit and reporting capabilities to track user activity and monitor compliance with security policies.

Imagery

Any type of digital image, including photographs, maps, satellite images, and other types of visual data. Imagery can be used in a variety of applications, including geographic information systems, remote sensing, and other data analysis tools.

Imaging

The use of various technologies to capture and manipulate visual representations of objects, scenes, or data. This can include techniques such as photography, scanning, computer graphics, and medical imaging.

In Person Training

In-person training involves a face-to-face interaction between the trainer and the trainees and may include various instructional methods, such as lectures, group discussions, demonstrations, role-playing, and hands-on exercises.

Independent Review of the APS (Thodey Review)

The Independent Review of the Australian Public Service (APS) was conducted in 2018-2019 by an expert panel chaired by David Thodey, a former CEO of Telstra. The review aimed to examine the capability, culture and operating model of the APS, and provide recommendations for reform to ensure that it can meet the challenges of the future. The review identified a range of areas where the APS needed to improve, including its approach to leadership, workforce capability, digital transformation, collaboration across agencies, and engagement with citisens and stakeholders. The panel made 40 recommendations, which were broadly accepted by the government; however, implementation was somewhat interrupted by the COVID-19 crisis and accompanying reforms.

Agencies responsible for supporting the growth and development of businesses and industries. This sector is responsible for implementing policies and programs that promote economic growth and create job opportunities. It also provides assistance and support to businesses and industries, including funding, regulatory advice, and information about industry trends and opportunities.
